Our Mission to Strengthen Recovery Communities

Hope, Community & Purpose. These are the keys to a successful life. There are many ways to find these keys, such as family, religion, service, and work. To the Alcoholic Mind, these common keys to success have failed. There is no logical and definitive example of “why” this has happened with the Alcoholic Mind, at least not one that is a universal explanation.

What is known is that the program of Alcoholics Anonymous is the most successful program for creating a sense of Hope, Community, and Purpose. Functioning Meeting Halls create a beacon for those affected. These sanctuaries are recognized locations of safety and security that provide these critical ingredients for those desperate for an answer to the cycle of addiction. We help in the following ways:

Securing funding to support the operation, maintenance, and expansion of meeting spaces.

Educational Support

Offering consulting, proper governance, and training to enhance organizational effectiveness.

Financial Stewardship

Protecting funds with responsible financial management in accordance with GAAP Standards.

Collaborating with community leaders to advance policies and initiatives that strengthen addiction recovery programs.

A Brief History of Legacy 12 Foundation

During the spring and summer of 2022, members of The Alano Club of Salt Lake, Inc. hosted meetings with Utah Legislators as part of the lobbying process to secure funds for the renovation of the meeting house known as the Alano Club (“The Club”). The meetings were held over a period of several months and with Legislators from around the state, including members of the appropriations committees.

Towards the end of this process, several supporters noted the challenge of receiving government funding on a regular basis for the support of meeting halls dedicated to “substance use disorder” (SUD) meetings. Known as Alcoholics Anonymous, Alanon, and other recovery groups. The idea of creating a foundation with significant assets that would augment government support and stabilize the financial status of the various meeting halls around the state was born.

After several months of research, a recommendation was made to contract with appropriate counsel for the creation of a “Supporting Foundation,” and the official process began on April 6th, 2023.

2022

🗓 Spring – Summer 2022:
Members of The Alano Club of Salt Lake, Inc. met with Utah Legislators to secure funding for renovating the Alano Club meeting house. These meetings included statewide legislators and key members of appropriations committees.

🗓 Late 2022:
Recognizing the challenge of securing ongoing government funding, three key supporters—Bill Williams, Carl Ekstrom, and Fred Repman—began exploring a long-term financial solution to sustain recovery support services.

New Horizons
2023

🗓 January 2023:
Legal advisors Fabian Van Cott, Adam Dayton, and Spencer Hafen were retained to establish a Supporting Foundation.

🗓 March 2023:
The board reviewed legal findings and recommendations, finalizing the structure for the new nonprofit.

🗓 April 6, 2023:
Legacy 12 Foundation’s official formation process began with the execution of the retainer agreement.

🗓 May 23, 2023:
The Articles of Incorporation were filed with the Utah Division of Corporations, marking the official launch of Legacy 12 Foundation, Inc.

2023 Cont.

🗓 June 12, 2023:
Legacy 12 Foundation obtained an EIN Number and secured 501(c)(3) nonprofit status with the IRS, allowing for tax-exempt donations and grant funding.

🗓 May – July 2023:
Recruitment of a Board of Directors with a balanced representation from both the substance use disorder (SUD) community and the general public.

🗓 August 11, 2023:
The first official Board of Directors meeting took place, setting the stage for governance and leadership.

🗓 October 4, 2023:
Adoption of Mission & Vision Statements, defining the foundation’s purpose and long-term objectives.

🗓 October 2023:
Development of By-Laws, Financial Policies, and Operating Procedures to ensure compliance, transparency, and financial accountability.

Leadership
Our Board of Directors

As patterned in the A.A. Service Manual, Board Members are drawn from both the substance use disorder (SUD 3) Community and Members of the General Public. It is suggested in the By-Laws that the ratio be balanced with the majority from the SUD community.

H. Blaine Walker
President, Founding Board Member 

Blaine Walker has been a licensed real estate professional since 1973, specializing in real estate development, commercial brokerage, and property management across Utah. He founded Academy Real Estate and Walker & Company Real Estate. He currently serves as an associated broker with Summit Sotheby's Realty and owns Utah Real Estate Development. Walker has developed properties in multiple Utah counties, including subdivisions, office buildings, and apartment complexes. He is also involved in projects in Arizona and Nevada. Previously, he consulted with Southern California Investments and directed Realsource in acquiring failed bank assets. Walker holds and has held numerous leadership positions, including past presidencies of local and state Realtor associations. He has chaired several national committees and served as a Director of the National Association of Realtors. Notably, he has been actively involved with the Utah Legislature and the Utah Realtor Legislative Committee. Additionally, he was appointed by the National Association of Realtors (NAR) as a Federal Political Coordinator for Senator John Curtis, where he advocates for real estate interests at the federal level. He has received multiple honors, including Realtor of the Year awards and the Distinguished Service Award from the Utah Association of Realtors. Walker has also served as a Utah Real Estate Commissioner and in various civic roles, including the Salt Lake County Planning Commission and the board of Envision Utah.

Boyd Brown
Vice President

Passionate career Real Estate guy. Since 1995 he has been selling real estate, developing sub-divisions, investing in long-term assets, and building brokerages within the real estate industry in Salt Lake. Boyd has benefited from the Alano Club program since 2002.

Frederick H. Repman
Secretary, Founding Board Member

Fred has been a resident of the Salt Lake Community since moving here in 1979. Fred, Evelyn & their Tribe make their home in Sandy, UT. Fred currently volunteers as the Grant Coordinator of The Alano Club of Salt Lake.

Scott Sabey
Esq. Board Member

Served on the Utah Supreme Court’s Judicial Council as well as serving several other Supreme Court Committees. Authored the Small Claims Judge’s Bench Book and taught the Small Claims and Justice Court’s Judges School. Previously served on the Sandy City Board of Adjustment and currently the Sandy City Planning Commission Chair.
